Call for expression of interest
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations.
GIZ is seeking a highly qualified and experienced service provider to collaborate with the Innovation and Training Park (ITP) Association and its wide network of stakeholders, in order to establish a strategic and sustainable service that will provide continuous support for accessing and managing public funding opportunities. This initiative is aimed at ensuring that ITP and its stakeholders, including tenants, members, and partners, have the expertise and resources needed to successfully navigate the complex landscape of public funding opportunities, specifically in the areas of science, technology, innovation, and digital transformation.
The overarching goal of this service contract is to create a self-sustaining, permanent service offering within ITP that will provide consistent and reliable support for the identification, application, and management of relevant public funding programs. By doing so, ITP will enhance its ability to offer long-term, structured assistance to its community of innovators, entrepreneurs, and businesses, empowering them to secure vital financial resources for projects that drive technological innovation, economic growth, and digital transformation.
The ultimate aim is to build internal capacity within the ITP Association, enabling it to provide ongoing, independent services for its stakeholders, and ensuring that future public funding applications are well-coordinated, professionally managed, and compliant with all necessary requirements. The service provider will play a pivotal role in shaping and operationalizing this capacity-building effort.
REQUEST FOR INFORMATION
- Proof of company’s legal status (registration and/or certification documentation, status), company details(name, postal address),date of incorporation within their initial response.
- Average annual turnover for the last three fiscal years, at least 30,000 Euros/annually. Confirmation from the Tax Administration of Kosova is required.
- Minimum 3 employees for the past 3 years, confirmation from the Tax Administration of Kosova is required.
- One reference in program development/fundraising fields.
- One reference of similar project implemented in Kosovo.
In addition, your expressions of interest will be ranked by the technical experience as weighting in below, the maximum number of candidates is 5 (five):
- Expertise in Public Funding Programs (30%): Applicants will be evaluated based on their knowledge and experience with public funding programs related to science, technology, innovation, and digital transformation.
- Experience in Capacity Building and Training (25%): The ability to provide effective training and capacity-building services is crucial. Applicants should showcase their experience in delivering workshops, mentorship, and on-the-job training, particularly for organizations involved in digital innovation or public funding management.
- Development of Tools and Processes for Funding Management (20%): Applicants will be assessed on their experience in creating tools and systems that streamline the process of applying for and managing public funds.
- Experience in Supporting Digital Ecosystem Development (25%): Companies should have a proven record of supporting digital ecosystems, particularly through work with tech startups, innovation hubs, or businesses undergoing digital transformation.

After the evaluation of received expressions of interest, the chosen companies will be contacted and invited to take part in the tender. GIZ shall not bear any costs and expenses incurred by any bidder during the tender procedure and shall retain right to acceptor refuse completely any offer, annul, or repeat the procedure at any time before the execution of a contract, holding at the same time no liability towards the bidders, and shall have no responsibility to provide reasons for such decision. The tender dossier will be sent only to short listed service providers.
