Summary of Position:

IREX seeks qualified Team Leader – Vocational Education and Training Systems Expert candidates for the anticipated four-year MCC-funded Energy Skills for the Future Activity as part of the Just and Equitable Transition and Acceleration Project (JETA) in Kosovo. Based in Prishtina, the Team Leader is responsible for overall contract and team management, overseeing all aspects of program implementation and ultimately delivering the results asked of the selected offeror. The Team Leader will also serve as the Institutional Development Expert.

This position is contingent on funding. Citizens of Kosovo or permanent residents with work authorization are strongly encouraged to apply.

Summary of Responsibilities:

  • Provide overall technical and administrative leadership and expertise and serve as the primary liaison with MCC on management and technical matters.
  • Overall responsibility for the consultancy services of the selected offeror.
  • Ensuring the coherence and complementarity of the selected offeror’s services with other services delivered by the JETA project at local and national level
  • Design, implementation, monitoring and evaluation of institutional development and capacity building measures for local partners as per these Terms of Reference with a focus on the institutional development, governance and business model for the Training Center(s).
  • Taking cross-cutting themes into consideration (gender equality and inclusion).
  • Staff management, in particular identifying the need for short-term assignments within the available budget, planning and managing the assignments and supporting local and international experts.
  • Ensuring that monitoring procedures are carried out.
  • Regular reporting in accordance with deadlines.
  • Supporting the MCA-Kosovo officer responsible for the contract in updating and/or adapting the project strategy, in evaluations and in preparing an option period.
  • Advocating for and ensuring gender equality and inclusivity in all collaborations and partnerships.
  • Maintaining contact with other donors and stakeholders as agreed with MCA Kosovo.
  • Develop strong collaborative, supportive, and mutually respectful relationships with diverse team members, with other leaders at IREX, and with leaders at key stakeholder and partner organizations.
  • Oversee monitoring, evaluation, learning, and reporting to ensure the program adapts as needed to meet objectives and learning is acquired and shared broadly to maximize impact and sustainability.
  • Integrate diversity, equity, and inclusion throughout program implementation while also promoting an evidence-based positive youth development approach.
  • Ensure that IREX’s safety and security policies and procedures are applied to all program and staff operations.

Qualifications of the Team Leader:

  • Education/training: Bachelor’s degree (Masters or PhD degree is preferred) in a field relevant to this contract, such as any of the following: Business Administration/Management, Education/Education administration/management, Energy related fields, Engineering, workforce development, or relevant professional field.
  • Languages: Knowledge of English, C1 level in the Common European Framework of Reference for Languages
  • General professional experience: 15 or more years of professional experience in the field of vocational education and training (VET) sector.
  • Specific professional experience: 10 years of professional experience in establishing or managing training provider institutions or departments in charge of providing technical vocational training related to the scope of this contract (energy and adjacent sectors); of which 8 years of experience in program design or implementation, or evaluation of workforce and skills development projects with a private sector engagement focus in developing or transition country contexts.
  • Leadership experience: 5 years of leadership experience as project team leader or manager in a company with an overall contract/budget responsibility similar to this assignment.
  • Regional experience: 2 years of work experience in the Western Balkan region.
  • Development cooperation (DC) experience: 2 years of experience working on DC projects.
  • Other: experience with gender and social inclusion in technical vocational training.
